Col. Richard R. Hallock Papers (MC 284)
Biographical Note
Richard Reid Hallock was born in New Jersey on November 23, 1919 to Archibald Hallock and Elizabeth Reid Hallock. He died on July 27, 1999 in Oberlin, Ohio. He is buried at Fort Benning, Georgia in the post cemetery. On August 8, 1941 in Elkton, Maryland he married Jane Phillips, who was born in Brazil, Indiana on July 14, 1920 and died on February 4, 1991 in Los Angeles, California. They had four children: Richard Phillips Hallock (b. September 25, 1946), Jeffrey Frost Hallock (b. July 14, 1950), Timothy Langdon Hallock (b. 30 March, 1956 and who died shortly after birth), and Amanda (b. 20 September, 1960). He married Myriam Lahaurine Johnston in the 1990s.
He served in the military for nearly 25 years, starting from his enlistment 1942 when he joined the U. S. Army. He trained at Fort Benning, Georgia and in 1943, he would serve as Regimental Demolitions Officer and Rifle Company Officer, serving in the 551st, the 504th, and the 82nd Airborne Division in the Mediterranean-European Theater during World War II. In 1945-1946, he returned to Fort Benning to attend the Parachute School. In 1946, he became part of the Intelligence Division of the War Department as the Liaison Officer to the Department of State and the Navy under the direction of Col. Carter Clarke. In October of 1946, he was assigned as the Special Assistant for Intelligence and Confidential Secretary to the US Commander-in-Chief, Europe, US Military Governor of Germany, General Lucius Clay. He served as General Clay's personal aide for intelligence in occupied Berlin from 1946 to 1949. In 1950, he once again returned to Fort Benning to join the Infantry Test Board as the Chief of Review and Analysis Office and Airborne Advisor. In 1952, he was assigned to Korea as a Regimental Intelligence and Operations Officer and Infantry Battalion Commander under the command of Col. Joseph R. Russ. In 1954-1955 he was the Airborne Regimental Combat Team Logistics Officer at Fort Campbell, Kentucky. One of his most influential positions in the army came in 1956, at Fort Leavenworth, Kansas, when he became Special Assistant to the Commandant at the Army Command and General Staff College under the then Commandant Major General Lionel C. McGarr.
In July of 1959, he joined a team that was part of NATO and sent to Izmir, Turkey, attached to the Chief Exercise and Maneuver Branch. In 1961, he was appointed the Executive Officer to the Special Assistant for Arms Control on the Joint Chiefs of Staff. In November of 1961 he was made Project Manager for Weapons Systems under the Office of the Secretary of Defense. In 1962, Dr. Alain Enthoven, Assistant Secretary of Defense, requested that he join his team as a consultant in the office of the Director of Systems Analysis. In August of 1963, he attended the Army War College where he completed his training in 1964, along with completing a Master's degree at George Washington University. In 1964, he was assigned to Fort Ord, California where he was Chief Project Team II leader under the Army Combat Development Command Experimentation Center. He went on to become the Special Assistant to the Director of Force Planning and Analysis at Fort Ord. On June 1, 1967, Colonel Hallock retired from the U. S. Army after 25 years of service. During this time, he earned the Master Parachutist Wings, Combat Infantry Badge with Star, the Legion of Merit, a Silver Star, five Bronze Stars (four with "V" for Valor), a Purple Heart and an Army Commendation Medal, among other medals and commendations
Later in 1967, Dr. Alain Enthoven would again request the service of Col. Hallock as Consultant to the Assistant Secretary of Defense. He would continue to serve as a system analyst in various positions, including Senior Analyst for the Office of the Bureau of the Budget under Dr. James Schlesinger, and later for the RAND Corporation. In 1972, he formed a group of management consultant and real estate investment corporations under the umbrella name of Intrec, Incorporated. Much of Intrec's work involved consulting contracts related to military organization and equipment procurement in Iran and other U. S. allies in the process of modernization.

These Memos were kept by Col. Hallock as a compilation of his own memos written from notes, and typed transcripts of meetings and phone conversations, as well as memos he received from other individuals. He kept a record of meetings, conferences, telephone calls, and other such events as "on record," for use in recalling events in his life, both personal and military. The vast majority of the memos are logs of his trips to Turkey, Iran, and Washington, D.C., among other places.

This folder contains a handwritten copy, a typed copy and two carbon copies of a first hand account of an assault on supposedly unoccupied pill boxes on the Siegfried Line in January of 1945. It also has a final version submitted as a paper for Hallock's Advanced Infantry Officers Course, Class No. II, during his course of study at Fort Benning in 1950. This copy is reproduced from a microfilm identified as "AGO Microfilm Item No:3558".

The SAWS (Small Arms Weapon Systems) folders span from 1960 to 1982 and document the development and deployment of various Army rifles over the course of nearly a half century. Much of the material relates specifically to the M-16 rifle. Col. Hallock began codifying information on the development of the small arms systems of the modern U.S. army while at Fort Ord, but continued to collect and add to the collection for the rest of his life.

This is labeled "Report of Board to Recommend a Specific Caliber for the Future Development of the Semi-Automatic Shoulder Rifle". Colonel Hallock notes "The name Pig Board came from wound ballistics tests on pigs done in connection with the Board. Calibers tested were Cal.30, .270 and .256. The .256 was the most lethal and was tested to 1000 yds. Report correctly identified this as result of greater delivered energy due to tumbling of the bullet in the target. An excellent report."

These journals/diaries/notes were kept by Col. Hallock in a series of spiral-bound notebooks from 1971 through 1989. He kept very detailed notes of meetings, debriefings, conferences and trips which he used as aides memoire for dictation into letters, reports, memos, etc. Many of the notebooks have overlapping dates. Most of them have Col. Hallock's note "Dictated Out." Col. Hallock's metal paper-clips have been replaced with plastic ones.

Series 6 - Fort Benning I, 1945-1946
In 1945, Hallock was stationed at Fort Benning as an Executive Officer, Specialist Training Division, The Parachute School, Fort Benning, Georgia, with a Grade-salary of 1st Lieutenant. His division was responsible for communications, demolitions, and parachute rigging schools. He was stationed under the command of Lt. Col. Warren R. Williams. During his first tour at Fort Benning he began to develop an idea for the redesign of the parachute harness used in airborne training . Between January and December he was moved to the grade of Captain.

Series 8 - Fort Benning II, 1950-1952
During this tour at Fort Benning, his assignment was to serve as "Member and Chief of Review and Analysis Office and, concurrently, Airborne Advisor, the Infantry Board...the advisor on all airborne matters." This folder contains mostly administrative documents relating to promotions, assignments and then Major Hallock's transfer to Korea.
One of Hallock's mission during his second tour at Fort Benning was to redesign the parachute harness used in airborne training.

Hallock was promoted to the rank of Major during his Korean tour of duty. Also during this tour, he was Regimental Intelligence and Operations Officer and Infantry Battalion Commander. His commanding officers were Col. Joseph R. Russ, Commanding Officer, 32nd Infantry Regiment, and Maj. Gen. Arthur Trudeau, commanding General, 7th Infantry Division. Hallock was charged with conceiving, developing, and combat-testing, and implementing a regiment-wide fortification and construction system and a front-line ammunition stockage and control system, one adopted by all divisions of I Corps.

His assignments at Fort Campbell related to the 508th Airborne Regimental Combat Team and the reorganization of the maintenance of the vehicles of the 511th Airborne Infantry. He conducted several Army-wide studies on the essentiality of equipment items "in Tables of Organization and Equipment." Hallock also developed and implemented a system for the receipt and issue of equipment, which was adopted Army-wide. He also served on several courts-martial.

Major Hallock was promoted to Lt. Colonel under the command of Maj Gen. Lionel C. McGarr.
While at Fort Leavenworth, Kansas, Col. Hallock was the Special Assistant to the Commandant, Army Command and General Staff College. He participated in the rewriting of the Army curriculum and the reorganization of the command structure. While at Fort Leavenworth, he worked on the structure of multiple classes that were offered. He also worked closely with the Commandant preparing course catalogs, guides and other material that was needed for the running of the College.

This group of files consists of a chron file of memoranda received by Col. Hallock. Topics include organization of the training facility at Ft. Hallock left Fort Leavenworth to attend the Armed Forces Staff College (AFSC), where he was promoted to Lieutenant Colonel. After the completion of his courses at the AFSC he was sent on a tour of duty to Turkey. During his tour in Turkey as "Chief, Exercise and Maneuver Branch, HQS COMLANDSOUTHEAST (NATO)," he planned, controlled, analyzed, and evaluated the annual combined exercises of SE NATO. Those involved in the operations were the military divisions of Greece, Turkey, the United Kingdom, and the United States.

Hallock was assigned to the NATO offices in Turkey to improve the working relations among the U. S. Embassy, NATO and Turkey and also to improve the morale and efficiency of the U. S. staff at the embassy and NATO offices.

While Hallock was RDTE Project Manager for vehicles and mobility research, weapons, and light-weight armor materials, he worked on Project AGILE and with the Advanced Research Projects Agency (ARPA) on a variety of projects. The research and work that he completed on ARPA/AGILE, while Project Manager, was useful in his later career when he began Intrec Inc. He used his knowledge of and connections with ARPA to develop a project for which ARPA contracted Intrec. Hallock had an interest in restructuring of organization to streamline efficiency and increase productivity, and this is yet another example of where he displays that interest.

This material (folders 9-13) relates to the development of an ARPA project that Hallock undertakes after the incorporation of Intrec. Much of the material is used as beginning research for the contracts he develops in 1973 along with his research material found in Series 13, ARPA/AGILE, much of which is research and notes on early ARPA projects which he worked on and studied.
These are notes and memos on the possibility of developing a new AGILE project, Advanced Sensors for Limited War. This material relates to the development of an ARPA project that Hallock undertook after the incorporation of Intrec. He used much of the material as beginning research for the contracts he develops in 1973.

Box 119 - Intrec - Justice Files
In 1979 the Department of Defense opened an investigation into Col. Hallock over a possible conflict of interest between his work with DoD Secretary Schlesinger and the Shah of Iran. The results of this investigation were turned over to the Department of Justice for possible criminal charges. These files were prepared by Col. Hallock as the basis for his defense, should it be necessary. A letter from his attorney is in the first folder in the group, and the second contains the index to the 62 files in this group. The folder titles are taken directly from the index.
These files were originally maintained in two books, labeled Justice #1 and Justice #2, held between cardboard covers with a metal clasp. They were removed from these binders and placed in individual folders during processing.

The Advanced Research Projects Agency (ARPA), an agency under the United States Department of Defense, was charged with the development of new technologies for military operations. This program was the precursor to the modern day DARPA (Defense Advanced Research Projects Agency).
The material contained in the ARPA section relates to the work the Col. Hallock completed while RDTE Project Manager (1961-1962). [See Series 13]. He also conducted research on ARPA and Project AGILE while at the Rand Cooperation, which contributed to his work at Intrec with ARPA, see Series 17. He used this preliminary research to form the following contract with ARPA through Intrec in 1975.

Intrec was involved in preparing a major project with the Iranian government concerned with developing and building an armored personnel carrier . The lead company in this project was FMC of San Jose, California. Between June and December of 1974 there were discussions with another company that made the Albee Rolligon, but these discussions led nowhere. After two years of effort, frequent contract drafts and revisions, and countless meetings, the negotiations for an FMC contract with the Ministry of War were not successful.

This folder contains a September, 1975 document titled Proposal for Development and Production of a New Armored Personnel Carrier, Prepared for the Imperial Iranian Government. There is also an August draft of the same document with numerous corrections, and a note that says, "Pete's Rewrite of 9/11/75. Changes only." This folder contains the wrap-up of the abortive FMC relationship. There is also some material on tanks, apparently requested from the Army, and a 1982 Wall Street Journal article about a new troop carrier built by FMC with a history of delays cost over-runs.
Box 131 - Intrec - Projects - Iran - ARES
ARES was a company that had various contracts with the Iranian government relating to the development and manufacturing of air force related artillery and weaponry. Their projects were various called Project 55, 20/35 (which dealt with those calibers of shells) or just ARES. These ARES-related files are in chronological order without regard to the various nomenclature. Intrec apparently dealt directly with ARES and its owner, Eugene Stoner, Lt. Colonel (Retired), rather than having a contractual relationship with the Iranian government.
There is a separate file category for a device to regulate the rate and accuracy of ammunition used by aircraft. It is variously called a CAM Rotor Gun, Fire Control System, Fire Gun Mechanism (IRG) and other similar names. This device was a subject of much discussion, negotiation and dispute concerning who owned the patent. Pierre Sprey had begun the process of patenting such a device and defended his right to it.
There is evidence that Col. Hallock had a separate file for this called "Fire Control" and we have followed his lead, but it should be noted that there are references to this device scattered throughout the rest of the ARES folders.

J-5 was one of the 7 units reporting to the Chief of the Supreme Commander's Staff, who in turn reported directly to the Shah of Iran. Intrec's J-5 project focused on the two main elements of the proposed J-5 organization - Strategic Planning and Financial Management.
I n a document dated December 15, 1975, the functions of the Chief of J-5 are the following:
• Develop strategic plans and policies, for the Imperial Iranian Armed Forces.• Administer and provide policy guidance to international military mission.• Develop, implement, and maintain the planning, programming and budgeting systems; prepare, obtain approval of, and control the strategic 10-year plan, t-year program and budget.• Conduct force structure and command relations studies; provide strategic guidance for all command, control, and communications systems.• Conduct doctrinal, resource, and equipment studies with inter-service or national defense implications, as requested; conduct studies of Gendarmerie, National Police, reserve forces, and mobilization.• Study and review existing and proposed TO&Es and TDs.

J-6 was one of the 7 units reporting to the Chief of the Supreme Commander's Staff, who in turn reported directly to the Shah of Iran. Intrec's J-6 projects focused on the two main elements of the proposed J-6 organization, Communications and Electronics (CEM or C/EM).
In a document dated June 11, 1975, the functions of the Chief of J-6 are the following:
• Coordinated, monitor, revise and integrate the CE projects of all agencies of the Armed Forces. Ensure coordination with TCI [the governmental unit dealing with civilian uses of CEM such as civil aviation].• Coordinate military aspects of CE programs at the technical program management level with the ESD Liaison Office and the J-6 of the ARMISH MAGG; act as the Imperial Iranian Government control authority for the ISD Liaison Office.• Chair the JCRC Committee when meetings are concerned with primarily military programs; attend other meetings of the Committee.• Secure the participation of other elements of SCS, as required.• Maintain files on the status and content of CE projects of each agency of the Armed Forces (and other Civil Aviation and Meteorological Organizations• Advice General Tuofanian on opportunities for in-country production related to CE projects.
There were various projects untaken by the J-6 which are detailed in this collection. Some were Intrec related, others were projects untaken by other companies with Intrec taking a secondary role. There is an extremely detailed history of the inter-relations of the these projects dated March 14, 1975 which attempted to define the overlapping problems of the projects, sub-projects and parallel projects, along with recommendations on how to correct the situation. Authorship of the study is unclear. The initial project was Peace Scepter, which also had a Peace Scepter II phase, and was related to Peace Crown, Peace Crown II, Peace Crown III, Peace Spellout (1965-1968), Peace Ruby (1969-1971), Peace Net (1968-1975), Peace Corona, Peace Alter, Peace Log, and Project Pearl. These projects dealt with a proposed expansion of the existing U.S.-built IIAF [Imperial Iranian Air Force] tropospheric scatter communications system which was to rely on tropo links and to use a computer-controlled multi-level precedence switching system.
Additionally, there were related air-traffic control projects called Seek Sentry (Air Defense Improvement) and Seek Switch (Improvement of national communications).
No attempt has been made to untangle these inter-locking projects. All materials relating to J-6 CEM matters are filed chronologically under the general J-6 heading.
